URGENT PUBLIC WARNING: Haridwar Ayurvedic Medical College and Research Centre (HAMCRC), Padartha, Haridwar — A College That Refuses to Refund Student Fees Even After 5 Months

Who We Are

I am Vinod Kumar Saini, a common middle-class father from Delhi. My daughter Divyanshi Saini worked hard her entire life to become an Ayurvedic doctor. She cleared NEET  and applied for BAMS admission through the official Uttarakhand Ayurved University (UAU) counselling process for the session 2025-26.

What happened after her admission is a story of fraud, deliberate harassment, broken promises, fake contact details, and shameless financial exploitation that every student and parent in India must read before trusting any private medical college.

 

The Admission and Fee Payment

In the second round of UAU counselling, my daughter was officially allotted a seat at Haridwar Ayurvedic Medical College and Research Centre (HAMCRC), Padartha, Haridwar. We visited the college for reporting as instructed. The college asked us to submit the full admission fees, which we paid through online payment on 24th October 2025 and 27th October 2025.

We paid every single rupee honestly and on time, trusting the system and the university process completely.

 

The Official Upgradation — Our Undeniable Legal Right

During the subsequent upgradation round conducted by Uttarakhand Ayurved University, my daughter was officially upgraded to Aroma Ayurvedic Medical College, Roorkee on 13th November 2025. This was not a private withdrawal — this was a legal, government-conducted seat upgradation within the same official UAU counselling process.

As per UAU's official refund policy, this fully entitled us to a complete fee refund of Rs. 2,70,000 from HAMCRC. The earlier admission at HAMCRC stood automatically cancelled by the university itself. My daughter has been studying at Aroma Ayurvedic Medical College since then and we have paid full fees there too.

Despite all this, it has now been more than 5 months and HAMCRC has not refunded a single rupee.

 

HAMCRC College With Completely Fake and Non-Functional Contact Details

The first shocking discovery we made was that the college's official contact information is entirely fake and non-functional.

When we sent a formal refund request email on 13th November 2025 to the official college email address hamrc@gmail.com, it bounced back immediately — the email account does not exist.

We tried the second official email info@hamcrc.com on 14th November 2025 — it also bounced back because the domain hamcrc.com itself does not exist anywhere on the internet. The DNS lookup failed completely.

The only person who responded was Hamid Mevekari (doctorhams@gmail.com), who replied simply saying "Please call tomorrow morning after 11:30." When we investigated, we discovered that this person had already left the college 3 years ago — yet his name, email, and phone number were still being actively displayed on the college website as the working Principal of HAMCRC.

This is not carelessness. This is a deliberate strategy to make it impossible for students and parents to contact the college when they need help.

 

A Complete Timeline of Our Efforts — All Ignored

We made every possible effort to resolve this matter peacefully. Here is the complete documented timeline:

13th November 2025 — Formal email sent to the college with all supporting documents including three fee receipts, allotment letters, Aadhaar card, and cancelled cheque for refund processing. Email bounced back.

14th November 2025 — Second email sent after discovering another email ID from the college office, with complete documents attached again. This email also bounced back. A separate email sent to drkirandilip@gmail.com as well.

17th November 2025 — Third formal email sent directly to the owner Dr. Mohd Haroon at haroonalig1@gmail.com, explaining the financial hardship being faced and requesting urgent refund. No proper written response received.

Multiple phone calls over 5 months — Called Mr. Haroon (+91 90121 63784) repeatedly. Every single time he said the cheque was ready and would be handed over soon. Nothing was ever delivered.

WhatsApp messages to Mr. Haroon — Sent multiple WhatsApp messages with all details and refund request. Not a single reply was received.

4 to 5 personal visits from Delhi to Haridwar — Each trip costs approximately Rs. 1,000 in travel expenses. We have spent Rs. 4,000 to Rs. 5,000 just travelling to collect our own legally owed money. Every visit ended with the same false promise — "come next time, the cheque will be ready."

 

The Moment They Showed Their True Face

After 5 months of patience, good faith, and repeated attempts, the college management finally revealed their real intentions.

Mr. Afjal, the Accountant of HAMCRC, told my father directly on a phone call:

"You can make a complaint anywhere, we will not refund the fees."

This is not an allegation. This is a documented statement made to the father of a student who paid Rs. 2,70,000 to this college through official university counselling.

The two key people responsible for this fraud are:

  • Mr. Haroon — Owner, HAMCRC — Contact: +91 90121 63784 — Has explicitly refused to process the fee refund despite repeated requests over 5 months
  • Mr. Afjal — Accountant, HAMCRC — Contact: +91 90452 82090 — Openly threatened the parent and stated the college will not refund under any circumstances

 

The Real Financial Pain Behind This Story

What the college does not see or care about is the human suffering they are causing.

I am a middle-class father from Delhi. I had taken Rs. 2,70,000 on loan at a high rate of interest to pay this college's fees. Every single month that they refuse to refund, I am paying loan interest on money owed to a college my daughter no longer attends. On top of that, I have spent Rs. 4,000 to Rs. 5,000 on travel. I have taken repeated leave from work. My family is suffering financially and emotionally every single day because of this college's greed and deliberate misconduct.
